SHFC Intensifies CMP Review for Expanded 4PH Initiatives

Makati City – SHFC President and CEO Federico Laxa led the fourth session of the Technical Working Group (TWG) meeting on June 30 at the SHFC Makati office. The TWG was created under the directive of DHSUD Secretary Jose Ramon Aliling to review and enhance the Community Mortgage Program (CMP).

The review is part of the ongoing efforts to harmonize all housing modalities under the expanded Pambansang Pabahay para sa Pilipino (4PH) Program—President Ferdinand Marcos Jr.’s National Shelter Agenda aimed at expediting the delivery of inclusive, pro-poor housing solutions across the country.

One of the key discussions focused on policies regarding CMP-Mobilizers, led by SHFC Program Development and Enhancement Vice President Maria Rosalie Richa Taguian. She emphasized the importance of standardizing mobilizer accreditation and qualifications.

To highlight grassroots insights, President Laxa recommended inviting last year’s HOME Award winners to share their best practices from their communities, which can be replicated in other housing projects of SHFC.

Treasury Vice President Jason Yap presented the agency’s ongoing fund generation strategies to support SHFC’s housing initiatives. Legal Affairs Vice President Atty. Melanie Valenciano, on the other hand, provided a legal analysis of land titling, specifically the advantages and disadvantages of assigning titles under SHFC versus the respective community associations.

Team members from the Office of the President shared updates on SHFC’s project inventory and proposed average CMP loan amounts to better estimate future funding requirements. The Corporate Planning Department, headed by Corporate Planning and Communications Vice President Florencio Carandang, Jr., gave an overview of SHFC’s funding history through the General Appropriations Act (GAA), providing context for future planning and budget alignment.

Other senior officers present in the meeting were Executive Vice President Atty. Juenefe Payot, Support Cluster Senior Vice President Atty. Leo Deocampo, Accounts Management Senior Vice President Josefina Banglagan, Resettlement Services Vice President Bob Flores, Mega Manila Vice President Engr. Elsa Juliana Calimlim, and Central Luzon 4PH Head Prandy Vergara.
